Once I decide on a particular costume I move into research mode, searching for images I can use, the internet is a good resource but quality can be iffy. The best way is to screen cap pictures directly from dvd's.  Get a dvd player for your computer that comes with a screen capturing option which lets you freeze frame images and copy them to a folder on your computer-you'll also need a graphics editor so these images can then be sectioned, zoomed in on etc. helping you see costume details and structure that may not otherwise be evident.

Check fansites and forums,  people may have done the work for you and hashed out the detailing and versions of the costume-search the archives 1st
for specific questions they may have already answered before you post a query.  Generally these sites are full of helpful people who are willing to assist you.

To re-create a book character pour over every page your character is mentioned on (check the index and the appendix), it can be difficult to find costume references so go for history, habitat etc.

Another way to develop your costume is to use what we call "method costuming."  Think about the character that wears the garb, what is the history, the people (or creature) the climate & culture. For independent creations make up your own "past"  This helps make the character more real and will lead you when making costume choices that make you seem more real rather than a "displayer" of costume.
